Otter Tail Power distributes regulated electricity to roughly 57 communities in eastern South Dakota, adjacent to the areas NorthWestern serves, and bids for the same regional wholesale power and new large-load customers.
Through Montana-Dakota Utilities it runs the same combination of regulated electricity and natural gas distribution in Montana and South Dakota, serving towns bordering NorthWestern's own territory and competing for the same industrial gas and power supply contracts.
Its electric utility serves South Dakota and Montana and its gas utility serves Nebraska, overlapping NorthWestern's three states with an almost identical mix of regulated electricity and gas customers.
